Elevator Torque Tube Notches

Are you supposed to file notches into the torque tubes on both sides of the NC-2 Insert?

It's the "A notch" description in the plans instead of maybe something like "one of two notches" that makes me wonder...

 

There was a picture in the plans also but it isn't clear enough to tell one way or the other.

 

I can't think of a reason why you wouldn't make two notches other than maybe there would be a small reductionin strength. It looks like it only making one notch could limit travel of the elevator but I'm not sure.

Well, because it did not specify fore or aft side of the tube, I presumed it meant both.

You need it on both sides to get adequate throw, it will become obvious if you put an NC-3 in place and slide the hinge pin in there.
