Conical mount Tourque

I bought a conical engine mount for an O-235 from the Cozy girls. It uses a different rubber bushing than called out for in the plans. The plans call for a 3/8 bolt and it has a 1/2 inch steel sleve that is inside the rubber bushing, and requires 220-320 inch pounds of torque. The engine mount I have uses 1/2 inch bolts and has no rubber sleve inside the rubber bushings. A Cessna 152 has a similar set up and the tourque reqirements are 450-500 inch pounds. With out the sleve it seems like it would crush the rubber bushings to oblivian.

 

Any help would be appreciated.
